Russ Skinner’s professional objective is to lead the Maricopa County Sheriff's Office staff members and operations to accomplish the agency's mission and goals of preserving the peace, providing protection, running a safe and secure jail system, and assisting all community members. He will remain engaged and involved in leading a strategic and operational vision based on national and international best practices for the agency’s continuous improvement in serving the public and in the professional delivery of public safety in jail operations. He will increase community engagement and partnerships while building morale and fostering an atmosphere of trust, confidence, accountability, transparency, and integrity within the agency. Sherrif Skinner will ensure compliance and fiscal responsibility with the federal mandates of the Melendres Court Order(s) 

As Maricopa County Sheriff, he will apply his foundational knowledge and implement contemporary trends and leading practices for the law enforcement profession in service to the community. He has a proven track record of fostering positive, effective, and sustained changes in workforce culture. He is flexible, responsive, and accessible as a leader, and possesses the institutional knowledge of organizational, staff, and community needs while being committed to addressing them in a positive and professional manner.
